The first real cold front has not hit San Antonio yet — and that is exactly why now is the time to line up energy help. The county program that pays utility bills takes four to six weeks to process an application. Families who apply in October have help in place when the heat runs all night; families who wait for the first freeze bill wait in line behind everyone else.
Bexar County Utility Assistance — the main door
Bexar County’s utility assistance program (part of the federal energy assistance effort) helps income-qualified households pay CPS Energy bills. Key facts:
- Call (210) 335-3666 — the Community Resources office is open Monday–Friday, 8 AM to 4:30 PM.
- The online application opens on Wednesdays only. Have every document ready before Wednesday: proof of citizenship, photo ID, proof of all household income from the last 30 days, and your CPS Energy bill.
- Eligibility ends December 31 every year. Even if you qualified in 2026, you must send a new application with updated documents for the new program year.
- Complete applications take 4–6 weeks to process. That is the honest timeline — plan around it.
About to be disconnected? Do this first
Do not wait on the county application if a shutoff notice is in your hand. Call CPS Energy at (210) 353-2222 and ask for a payment arrangement — the county itself tells households at risk of disconnection to make that call while their assistance application moves. A payment plan keeps the lights and heat on; the county money can then catch the bill up.
CPS Energy’s own help
CPS Energy runs assistance of its own, including the Residential Energy Assistance Partnership (REAP) for customers in hardship and an Affordability Discount for qualifying low-income households. Ask about both when you call (210) 353-2222 — being enrolled in a CPS affordability or payment program can also be part of how other assistance is approved.
Free weatherization: lower bills for good
Assistance pays this winter’s bill; weatherization lowers every bill after it. The Casa Verde program weatherizes qualifying homes free — insulation, sealing, and efficiency work that keeps heat in. Call (210) 353-2272 to ask about applying. Our full guide: the program status board tracks which programs are open right now.
